The Supreme Court of Pakistan has been petitioned to enforce the National Action Plan (NAP), the country’s anti-terrorism strategy developed following the 2014 Army Public School attack.
Balochistan’s Shuhada Forum’s Patron-in-Chief, Nawabzada Jamal Raisani, filed the plea, highlighting the lack of NAP implementation despite national consensus. The petition calls for legal, justice, prosecution, and police reforms to establish an efficient criminal justice system and enforce the Police Order, 2002 nationwide.
NAP, comprising 20 points, was formulated by the National Counter Terrorism Authority (Nacta) and the Ministry of Interior, endorsed by parliament in December 2014. Despite measures like Operation Zarb-e-Azb and Operation Radd-ul-Fasaad, terrorism persists, particularly in Balochistan and Khyber Pakhtunkhwa (KP), as per the Q1 2024 Security Report by the Centre for Research and Security Studies (CRSS). Balochistan and KP suffered 92% of fatalities and 86% of attacks during this period.
The government’s recent decision to revamp Nacta aims to modernize anti-terrorism efforts and ensure full NAP implementation, as discussed in a meeting chaired by Interior Minister Mohsin Naqvi.
