Two CTD Karachi officers booked after found guilty of kidnapping for ransom

KARACHI: A case has been registered against two officers of the Sindh Counter-Terrorism Department (CTD), after an inquiry committee formed by Sindh IG Police Ghulam Nabi Memon, found them guilty of kidnapping for ransom.

The case numbered 242/2024, has been registered at Soldier Bazaar Police Station under sections 365, 384, and 385 read with section 34 of the Pakistan Penal Code following a complaint filed by a woman.

A woman named Aini had registered a complaint against two Counter-terrorism Department (CTD) officers – Inspector Rafaqat and Malik Khalid – accusing of kidnapping her husband for ransom.

In the complaint, she had alleged that the officers, stationed at CTD Garden, had kidnapped her husband Muhammad Ali and demanded Rs2 million as ransom for his release.

“In an attempt to secure her husband’s release, she gave her jewelry and cash to the inspectors”, the complaint read.

However, despite receiving the ransom, the officers did not release Muhammad Ali and instead registered a case against him.

Following the complaint, Sindh IG Police Ghulam Nabi Memon formed a committee, comprising CTD DIG Asif Ijaz Sheikh, DIG East Azfar Mahesar, and SSP East Farooq Raza to investigate the allegations. The committee conducted the inquiry and found the CTD officers guilty of kidnapping for ransom.

As a result, a formal case has been registered against them.

According to police, Inspector Rafaqat had previously been involved in a similar kidnapping case at Tipu Sultan Police Station. Following an inquiry, he was removed from his position at CTD Garden.

DIG CTD Asif Ijaz Sheikh had dismissed Rafaqat and three other officers from service.

However, Acting Karachi Police Chief and Additional IG CTD Imran Yaqoob Minhas later reinstated Rafaqat, showing leniency towards his appeal and transferring him out of CTD.
