ISLAMABAD: The National Assembly on Wednesday approved The National Forensic Agency Bill 2024, aimed at transforming the National Forensics Agency (NFA) project into an independent agency to enhance forensic capabilities across Pakistan.
The bill, introduced by Interior Minister Mohsin Naqvi, had already been passed by the Senate.
During the session, Pakistan People’s Party (PPP) MNA Shazia Marri raised concerns about certain provisions. While recognizing the importance of the legislation, Marri objected to lenient penalties for government officials found misusing their powers. “The proposed fine of Rs 1 lakh is insufficient. It should be increased to Rs 5 lakhs to ensure accountability,” she argued.
Marri also pointed out inconsistencies in the wording of the bill, noting that the term “Prime Minister” was included in one section but omitted elsewhere, which she warned could cause complications.
In response, Law Minister Azam Nazir Tarar defended the legislation, emphasizing its necessity for advancing forensic science techniques in the country. He assured the assembly that any minor issues could be addressed later. “Forensic science facilities will be established in Islamabad under this bill, and amendments can be reviewed in the future,” he said.
Tarar requested Marri to withdraw her objections for the time being to allow the bill to pass. Following assurances from the law minister, Marri withdrew her proposed amendments, and the assembly subsequently passed the bill.
The establishment of an independent National Forensic Agency is expected to bolster forensic investigation infrastructure and improve the judicial process in Pakistan.
Separately, the Senate also passed the Legal Aid and Justice Authority (Amendment) Bill 2024, designed to provide free legal aid to low-income citizens. Moved by Law Minister Azam Nazir Tarar, the bill seeks to amend the Legal Aid and Justice Authority Act of 2020 by transferring administrative control from the Ministry of Human Rights to the Law Ministry. This change, officials believe, will enhance the efficiency and management of legal aid services.
